USED/SURPLUS EQUIPMENT BID NOTICE
The City of Yoakum utilizes a web-based system for surplus equipment in an effort to streamline the
bidding process. Bids may be submitted online by visiting www.govdeals.com/cityofyoakum.
Surplus equipment may be placed on the site periodically, and may be viewed and bid on by the public
at any time on an auction-basis. Surplus items not placed on the GovDeals.com website will be
published in the newspaper and notices sent via U.S. Postal service to those bidders on the City’s
bidders list as outlined by State statutes.
We encourage you to visit the website often to view any newly listed items up for bid. All items shall be
sold “as is”. Sales tax will be added to the bid amount at the time of payment on all items other than

|GRANT ENGINEERING SERVICES
The City of Yoakum is soliciting proposals from a State of Texas-registered engineering firm to assist with pre-award and
post-award engineering services for the DR 4586 Application. Services will include a FEMA Hazard Mitigation Assistance
(HMA) grant applications for the Hazard Mitigation Grant Program (HMGP) to include the development of preliminary and
final design plans, and necessary interim and final inspections as required by the City for its proposed one or more of the
following projects: mobile emergency generator, hardening the water plant, emergency generator at the water plant.
Please submit three (3) copies and one (1) electronic copy of your proposal of services, a statement of qualifications,
resumes of key personnel, references and a list of jobs performed under this or similar programs to:

Proposals must be received by the City of Yoakum no later than 3:00 PM on September 20, 2021 to be considered. The
City reserves the right to negotiate with any and all engineers/engineering firms that submit proposals, per the Texas
Professional Services Procurement Act and the Uniform Grant and Contract Management Standards.
Only firms with the ability to meet the prescribed deadlines related to this grant should submit proposals.

|ADVERTISEMENT AND INVITATION FOR BIDS
Sealed proposals addressed to the City Manager, City of Yoakum, 808 US Highway 77A South, Yoakum, Texas 77995,
Generator, GLO Contract No. 20-065-085-C246, at which time and place will be publicly opened and read aloud. Any
bid received after closing time will be returned unopened. Bids are invited for several items and quantities of work as
follows: Principal items of construction include a 100 KW emergency electrical generator, transfer switches, concrete
support pad, electrical wiring/conduit, and all necessary appurtenances. This project is being supported with U.S.
Department of Housing and Urban Development, Community Development Block Grant, Disaster Recovery grant
funding. Bidders shall submit a bid bond by an acceptable surety in the amount of five percent (5%) of the bid issued.
A certified check or bank draft payable to the locality or negotiable U.S. Government Bonds (as par value) may be
submitted in lieu of the Bid Bond. The successful Bidder must furnish Performance and Payments Bonds each in the
amount of 100% of the contract price from an approved Surety Company holding a permit from the State of Texas to act
as Surety and acceptable according to the latest list of companies holding certificates of authority from the Secretary of
Treasury of the United States, or other Surety or Sureties acceptable to the Owner. Attention is called to the fact that
not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, and contained in the
contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and
applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender
identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required for contracts. Contractor's
must not appear on Sam.gov disbarment list. Plans and specifications may be examined without charge at City of
Yoakum, 808 US Highway 77A South, Yoakum, Texas 77995. Bid Documents and Construction Drawings for the project
may be viewed and downloaded free of charge (with the option to purchase hard copies) at www.civcastusa.com.
Bidders must register on this website in order to view and/or download specifications, plans and other related documents
for this project. It is the sole responsibility of all planholders, whether they have received digital downloads or paper
copies of the plans and specifications, to periodically to check for Addenda which may have been posted on www.
civcastusa.com. Printed copies of the specifications and drawings may also be viewed at the Engineer’s office, TRC
Engineers, Inc., 505 East Huntland Drive, Suite 250, Austin, Texas 78752, (512) 454-8716. Please submit questions for
this project seven (7) days prior to bid opening through www.civcastusa.com in the Q&A portal. All addenda issued for
this project will be posted on www.civcastusa.com. It is the responsibility of the Contractor bidding to use proper scaling,
paper width and length, etc. Failure to do so may result in error in the Unit Bid Quantities and/or Bid Amounts. The City
reserves the right to reject any or all bids or to waive formalities in the bidding. Bids may be held by the City for a period
of 60 days or until a contract is awarded, whichever occurs first, from the date of the bid opening for the purpose of
reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
